refactor node refresh and properties expansion method signatures Remove the exception declaration from methods where it is not needed so that the methods higher up in the hierarchy can be relieved of the need to catch and handle these errors. Change-Id: Ic579be39c2eb04e53d76bea2aaf7a212b8164d41
