Add bazel standalone build
Test plan:
* Build plugin standalone: bazel build quota
* Run tests: bazel test --nocache_test_results //...
* Generate project: tools/eclipse/project.sh, import project to Eclipse
and verify there is no class path errors
* Deploy plugin in test site and verify functionality
