Use new ChangeIdentifier to identify changes in tests

Change I305ff2d2c0 introduced a new way of handling change identifiers
in order to make it easier to use the GerritApi for changes created by
the test API. However, this broke the owners plugin tests that relied on
the previous way of identifying changes.

Update Owners plugins test to correctly use the new ChangeIdentifier.
