Merge branch 'stable-3.11' into stable-3.12

* stable-3.11:
  Update base OS to AlmaLinux 9.3 and Java 17
  Get global-refdb.jar from Gerrit-CI
  Bump Gerrit to 3.9
  Add missing syslog-sidecar in docker-compose.yaml
  Removing obsolete version attribute in docker-compose.yaml
  Active/active setup using zookeeper-refdb plugin and zookeeper service
