Remove nodepool version pin and clouds.yaml

It is suspected that the existence of an empty clouds.yaml is
what is triggering the error from the new version of openstacksdk.

Remove it from our deployment and return to running the latest
nodepool image.

This reverts commit 1dda60b8140ef2cc1e89d1c3af08e3fedb4ab87f.
