Add REST api to get the most current report Add an option to the verification REST endpoint to allow retreiving the most current (or last published) report from all reporters. This will be used to facilitate displaying the current report on the Gerrit UI. Change-Id: Ia5b8bf3e5323a5fba9689f60182f03e5b2f79448
