Chip 'passed' and 'duplicate' navigate to 'All' task in primary tab

In UI, all the task chips navigate the user to the 'Needed + Blocked'
task in the primary tab. After the fix, the 'pass' and 'duplicate' chip
will navigate to 'All' task, meanwhile other chips will continue
navigating to 'Needed + Blocked' task.
