Add configuration menu to the repo-config screen in new UI In the newer PolyGerrit UI the configuration section for this plugin in the repo-config screen was not shown. This change implements this section for the PolyGerrit UI. Change-Id: I47f781a3543bc5f290668e51ca000c8d5883dc36
