Move shouldCleanupBothTasksAndLocks* ITs to ReplicationStorageIT These tests are focused on verifying storage functionality. Improve them slightly to use the best practices from ReplicationStorageIT. Change-Id: I66cf87e63c88f040d328793012a4dbf4de7e031e
