Make sure that the EventListener receives replication events

Make sure that the pull-replication sync and async mechanism
generate the replication events through the Gerrit EventListener
DynamicItem.

Fix the two missing pull-replication events for:
- Project deleted (refs/meta/config)
- Head updated (HEAD)
- Fetch failed (any refs)
