Send ref content as a fetch call payload Git fetch operation is time consuming. To improve performance for small refs send ref object content as a fetch REST Api call payload. This way we can avoid git fetch operation. Bug: Issue 13915 Change-Id: I2b7909f671af4cf99f69210f15ff2f1f95f86445
