Exclude special refs from fetch calls Some refs cannot be fetch with git fetch command. Executing REST fetch call for these refs always fails which impacts performance and causing noise in the logs. Feature: Issue 13281 Change-Id: I66e33f6c6abd64dd3c8d09d3cb288e41737ad80a
