Improve config initialisation and logging Load configuration values into variables rather than inlining at the places where they're used. Emit an info log message with the Graphite hostname, port, and prefix. Emit an error log message on failure to get the hostname of localhost. Change-Id: I396188dd16f439b9db674e0dd994cf09cf267b42
