Fix Dismiss to set the path for the whole site Presumably the user doesn't want to only dismiss the banner for the single page they're on currently. Change-Id: Ia79747ff42c97afb1894a88214aabef2da60bb38 Release-Notes: Fixed Dismiss button to apply to entire site
