Factor out the access to PatchSets information Decouple the issue extraction from the actual implementation of how to access patch-set commit ids. This is a preparation work to simplify the testing and porting of its-base from ReviewDb to NoteDb. Change-Id: I21cb3faf639f5b24f69e2dd6532b4bc7da235e2c
