Follow core's capitalization as commentlink

Although the config sections ignore cases, gerrit core uses
commentlink (lowercase l) in documentation and config sections, while
we used commentLink (uppercase L) in some places. We follow core's
lead and migrate all commentLinks to commentlinks.
