Load additional plugin-specific rule base By loading rules from an additional 'actions-@PLUGIN@.config' file, we allow sites having more than one Its plugin loaded to specify which rule is meant for which Its plugin. Change-Id: Id4411630285ab1fc9bcf94a0c9a1dddde0f126cc
