Update to latest bazlets on master and use 2.16-SNAPSHOT API Also remove an unnecessary dependency declaration, which is harmless in the in-tree build, but causes the standalone build to fail with: no such package 'java/com/google/gerrit/server/restapi': BUILD file not found on package path Change-Id: I352ea4c7960e2c9198e0835fe59c54d9a287bcae
