Remove the expireTimeRecheck for gc-conductor docker setup Before this change,the expireTimeRecheck for gc-conductor plugin was set to 5 minutes. This can force the test to be running for five minutes in order to make sure that the project entered the queue. This change removes this flag so it will have its default value of 60s.
