SQLStoreTest: Adapt to changes in ChangeEvent constructor The ChangeEvent constructor was changed in I901fc67ee to accept a Change instance. Since the SQLStoreTest doesn't have any Change instance, we can't pass one in. Instead, modify the test to use a ProjectEvent. Change-Id: I722fce81113c16ec5ef69510bd158c078b94ac0e
