fix MailException occuring in gerrit container MailException is observed in gerrit container when set-account command is executed, fix the issue by updating gerrit.config file in gerrit container so that gerrit do not send email messages. Change-Id: Ib1633088c732a9ab8f6e3453b0d747680ed7c31b
