Buck: Add license parameter to maven_jar() invocation Since Iaf44a066f license parameter must be passed to maven_jar() method when plugins want to support both build modes: standalone and in Gerrit tree mode. Also remove sha1 from plugin API maven_jar() invocation as it is targeting snapshot version. It can be added again when stable version is cut off. Change-Id: I1bc45e17a7e40b573632132c3c20365eab7a3ecb
