Add an exception to signal internal server errors in the code-owners plugin With the new exception we return "Internal server error in code-owners plugin" as message with 500 responses, instead of just "Internal server error". This way callers can know if an error is caused by an issue with the code-owners plugin, which speeds up any issue investigation. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
