Prefer explicitly mentioned code owners

If code ownership is explicitly assigned to some users and also to all
users, and all have the same score, prefer the explicitly mentioned
users over random users.

With the new test the test coverage slightly increases from 96.9% to
97.8%.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
