User guide: Make clear that label functions are orthogonal to code owners Often it is not clear that the label function "MaxWithBlock" can still block the change submission after sufficent code owner approvals have been applied. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
