Test that change is submittable if code owners is disabled and config is invalid If the code owners functionality is disabled, invalid parameters in the code owners plugin configuration should not cause any errors. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
