Test updating of an invalid code owner config

An invalid config cannot be updated, since we need the parsed config to
apply the updates.

This increases the test coverage for AbstractFileBasedCodeOwnerBackend
from 89.5% to 93.0%.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
