Ignore invalid globs in OWNERS files

At the moment we fail with an internal server error when an OWNERS file
contains an invalid glob. That's a configuration issue and we should
just treat invalid globs as non-matching.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
