Enable PathCodeOwners to return debug messages

To make the investigation of code owner config files via the Check Code
Owner REST endpoint easier, PathCodeOwners should provide debug
messages about matches per-file rules and imported code owner config
files. For this PathCodeOwners must be able to return messages in
addition to the PathCodeOwnersResult, use OptionalResultWithMessages for
this.

The actual messages in PathCodeOwners will be added by follow-up
changes.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
