CodeOwnerResolver: Return Optional from resolve method rather than Stream The resolve method either returns a stream with exactly one code owner or an empty stream. It's easier and more readable to just return an Optional. Returning a stream is a left-over from when the resolve method was resolving "*" to all users. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
