CodeOwnerApprovalCheck: Add debug logs for pure reverts

We should be able to see from a trace whether pure reverts are
configured to be exempted from requiring code owner approvals and
whether a change was found to be a pure revert.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
