ChangeFiles: Allow using getFromDiffCache for initial commits Change I1fdd2f286 intended to enable the usage of getFromDiffCache also for initial commits but forgot to remove the checkState call that throws an IllegalStateException if it is invoked for initial commits. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
