Explain why implicit approvals are not always applied for owner/uploader This is a question that is being asked from time to time. Inlcude it into the documentation so that we can users point to it. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
