Clarify rename documentation

Renames a treated as deletion at old path + creation at new path. This
is why for renames code owner approvals are required for the old and the
new path. This reasoning wasn't very clear in the documentation.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
