Test that an import of a non code owner config file is ignored Code owner config files can only import other code owner config files, but not arbitrary files. For the find-owners backend code owner config files must be named 'OWNERS', '<prefix>_OWNERS' or 'OWNERS_<extension>'. Imports of files with other names are silently ignored. Add a test for this. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
