Rewrite intro of how to use guide

* Mention that code owner approvals are required for submit.
* Add links to user guide.
* Drop information about who maintains the plugin as this is not
  relevant to users.
* Reformat the information about replacing the find-owners plugin as a
  note.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
