CheckCodeOwner: Inform in debug logs about matching per-file rules So far the CheckCodeOwner REST endpoint only tells if a user is a code owner and through which code owner config file the code ownership is assigned, but not which of the per-file rules in the code owner config file matched. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
