How to use page: Drop definition of code owners

What code owners are is already described in the user guide. The intro
section already links to it, so we can drop this information here.

Update the user guide so that it covers all aspects that were described
here.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
