How to use page: Rewrite section about enabling the plugin

* Replace section for admins by a note that just links to the setup
  guide.
* Drop information about which Gerrit releases support the plugin as
  it's prone to get outdated.

Gerrit Code Review code-owners plugin

This plugin provides support for defining code owners for files in a repository.

If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
