CodeOwnerSubmitRule: Do not log error if dest branch of a change was deleted It's possible that there are changes for branches that have been deleted. In this case the change is not submittable, but we should not log an error in this case as it is an allowed change state that we are handling correctly. This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.
