Move ApprovalsUtil to the new package ApprovalsUtil was moved to a new package in I8a373d405, so here we also move it for the code-owner plugin. Change-Id: I30c392f8b525ee7c95bd1977d74f469ece702f89
This plugin provides support for defining code owners for files in a repository.
If the code-owners plugin is enabled, changes can only be submitted if all touched files are covered by approvals from code owners.

IMPORTANT: Before installing/enabling the plugin follow the instructions from the setup guide, see resources/Documentation/setup-guide.md.
