Use change number over change ID triplet in JS. The javascript that queries this endpoint should use a change number rather than a change ID triplet, to avoid throwing errors when there is a non-unique triplet. Change-Id: I4d0c5ef0b16e689c7a99551f2ac112e6e80f8cf4
