Update ESC minutes titles
Remove the dates from the titles, since the date is also included
in the summary.
Add numbering of the meetings.
Since the titles now contain '#' characters, they must be enclosed
in quotes otherwise the '#' is interpreted as a YAML comment and all
subsequent content is dropped.
