Revert "Upgrade tukaani-xz to 1.6"
tukaani-xz is a transitive dependency of commons-compress, which
depends on version 1.4.
Revert back to the correct version, and add a note in WORKSPACE
that commons-compress and tukaani-xz must be upgraded together.
This reverts commit 7c07a4a68ece6009909206482e0728dbbf0be77d.
