project-configuration: reference the more complete doc

This doc tries to introduce configs can be tweaked in the UI
while it's not as complete as what we have in the
"config-project-config.txt". Linking to the more complete
doc from "project-configuration" will probably make it
easier for users to understand Gerrit project configs.
