Remove documentation for unlimited strength JCE policy files

Since JDK 8u161 unlimited strength JCE policy files are available in
the JDK itself [1]. The current java 8 version is 8u282. The version
8u161 was released on Jan 16, 2018 [2]. Hence it seems we can assume
everybody still using Java 8 is on a version >= 8u161.
