Add self-deployment playbook

This adds a playbook and some Zuul secrets which will eventually
allow Zuul to deploy itself.

This also switches to using plain k8s objects instead of the
helm charts.  The current system has too much local customization
for the helm charts, so just use plain k8s yaml.
