prepare-gerrit-repos: Add the other non-plugin submodules The java-prettify and polymer-bridges submodules also have non-plugin paths and need to be initialized if present. Improve the test coverage for the role and the test-jobs in general. Change-Id: I15f67350a6b90aa1d63810428bcaa0ecc80f3ba6
