Introduce web tests for gerrit/gerrit repo
This is a renamed copy of the previous luci-test setup which runs tests
successfully:

It includes for gerrit/gerrit repo:
- recipe: "gerrit-web-tests" to download and run web tests
- builder: "try/Verify gerrit CL for web" to run the recipe on our "try"
Ubuntu machines.
- cq_group: to watch for votes on changes based on voter permissions
- cq_tryjob: to trigger the builder+recipe when cq_group gets an update
Not copied from luci-test stuff at the moment:
- "ci" related builder (running tests after change is merged)
- console_view: showing current build health via those "ci" builders
These are not handled by the existing Jenkins CI setup, so they will be
postponed to after the "try" stuff is rolled out.
