Specify the policy of asking questions on repo-discuss
Often we tell people on repo-discuss how should they post
questions and answer to existing topics; however, we never mentioned
in our web-site the policy we actualy use.
Fill the policy gap and put in writing the policy we use already
on repo-discuss.
